A designer needs to have a good understanding of how webpages are constructed, knowledge of technologies such as HTML and CSS, as well as graphics generation and manipulation, to be able to lay out the visual aspect of web pages for visitors of a web site.

A webmaster must have a very good understanding of, and knowledge gained from working with, quite a few programming languages and technologies like JavaScripting, CMS's, database usage, PHP, ASP, (or whichever flavors you prefer for development) server administration, and website maintenance, along with a designer's  skills, tools, and technologies.
